मुख्य पात्रता (Eligibility)
- निवास: आवेदक बिहार का स्थायी निवासी होना चाहिए।
- शैक्षणिक योग्यता: छात्र ने कम से कम 12वीं कक्षा उत्तीर्ण की हो।
- आयु सीमा: आवेदन के समय छात्र की उम्र 25 वर्ष से अधिक नहीं होनी चाहिए।
- मान्यता प्राप्त संस्थान:
छात्र का दाखिला केंद्र या राज्य सरकार द्वारा मान्यता प्राप्त उच्च शिक्षण संस्थान

(NAAC, NBA, या NIRF मूल्यांकन वाले) में होना चाहिए।
ब्याज दर और छूट (Interest Rates)
- सामान्य छात्रों के लिए: 4% वार्षिक ब्याज दर लागू होती है।
- छात्राओं, दिव्यांगों और ट्रांसजेंडर के लिए: विशेष छूट के तहत मात्र 1% ब्याज दर लागू है।
ऋण की वापसी (Repayment Rules)
- ऋण का भुगतान कोर्स पूरा होने के 1 साल बाद (या नौकरी मिलने के 6 महीने बाद, जो भी पहले हो) शुरू होता है।
- ₹2 लाख तक का ऋण अधिकतम 60 मासिक किस्तों में और ₹2 लाख से अधिक का ऋण 84 से 120 मासिक किस्तों में चुकाया जा सकता है।

बिहार स्टूडेंट क्रेडिट कार्ड योजना के तहत उच्च शिक्षा (Higher Education) के लिए छात्रों को ₹4 लाख तक का शिक्षा ऋण पूरी तरह से ब्याज

मुक्त (0%) प्रदान किया जाता है。 अब इस योजना पर किसी भी श्रेणी के छात्र को कोई ब्याज नहीं देना पड़ता。
योजना की मुख्य विशेषताएं इस प्रकार हैं:
- ऋण राशि: अधिकतम ₹4 लाख तक。
- ब्याज दर: सभी सामान्य छात्रों, छात्राओं, दिव्यांगजनों और ट्रांसजेंडर्स के लिए ब्याज दर 0% (ब्याज मुक्त) है。
- पात्रता: आवेदक बिहार का स्थायी निवासी हो, उसने 12वीं (इंटरमीडिएट) की परीक्षा पास की हो, और उसकी आयु न्यूनतम 16 वर्ष व
- अधिकतम 25 वर्ष (कुछ विशिष्ट मामलों में 30 वर्ष तक) होनी चाहिए।

How to Fill Bihar Student Credit Card Apply Form Online 2026
- Visit the official M N S S B Y Portal.
- Click on the "New Applicant Registration" button.
- Enter your full name, email ID, mobile number, and Aadhaar number, then click "Send OTP".
- Verify the details with the OTP received to complete your registration. Your username and password will be sent to your mobile and email.
- Log in to the portal using your credentials and create a new password when prompted.
- Navigate to the personal information page and fill in your details.
- Select the Bihar Student Credit Card (BSCC) option from the drop-down list and click "Apply".
- Carefully fill in your academic information, course details, and family income.
- Scan and upload the following documents in PDF format:
- 10th and 12th marksheets/certificates
- Admission letter or offer letter from the approved college/university
- Fee structure/bonafide certificate issued by the institution
- Aadhaar card and PAN card of the applicant and parents/co-applicant
- Parent's/Guardian's income certificate
- Address proof and residence certificate
- Passport size photographs
- Take A Print Out of Final Submitted Form.
